This expression occurs in the footnotes to a medical report on a patient who has attended an Emergency Department in a hospital in Portugal following a Road Traffic Accident. The patient is being warned that a fine will be inflicted if they don't pay their part of the hospital bill. And it is all according to legislation as in the expression I am querying. My guess is that the law in question is the "General Regime for Infractions of Simple Social Orderliness" but I would be grateful for a lawyer, if possible, to explain the situation and to suggest an English equivalent.
The context is "..com respeito pelos limites maximos previstos no artigo 17 do REGIME GERAL DO ILICITO DE MERA ORDENACAO SOCIAL".
