Portuguese term or phrase: Fomentos
This is a Brazilian Porutuguese word but I have never seen it before: Agencia de Fomento

English translation:Development/ing Agencies
Explanation:
"Agências de Fomento" were created by the Brazilian Government to comply with the Basel Conventions, that agrees in reduce the participation of the development banks (such as BNDES, and other state/regional development banks). I believe there isn't such parallel in the Finances/Development Policies abroad. Development Agency would be the closest definition.

Thanks Lázaro! That definitely answers my question. I had to deliver the translation before I received your answer but luckily I used the same term, "development agency". But now I at least know that I was right!

-> Thanks, rir! I didn't check if there was one. But the kind She refer isn't the same kind that FAPESP is. Fapesp is more a Research Funding. But that one is correct here.

Reference information:

But Fomento means to promote something, to forward. Those are pretty common here. Small businesses rarely start without a help from one.
