The English version of the European Judicial Network, talking about bankruptcy proceedings in Italy, uses this term, see:
http://ec.europa.eu/civiljustice/bankruptcy/bankruptcy_ita_e...
Various other terms are also used, such as deed of arrangement, composition (with creditors) and composition agreement.
The only addition I would possibly make is the word 'judicial', to make it clear that in Italy the arrangement proceedings are controlled by the court.
I've done a fair bit of research on this, since I am at present myself translating a law professor's academic paper on winding-up proceedings in Italy

agree  Adrian MM. (X): why not prefix with 'entry into a court-supervised...'. NB 'opening' may be the official trans. but, in UK insolvency practice, it is an 'adjudication process' if court-sanctioned.
