Special Power of Attorney
Explanation:
I think possibly they are making the distinction here between a Special and a General Power of Attorney.

A Special Power of Attormey is granted to perform specific acts on behalf of the principal

agree  António Ribeiro
6 mins
  -> Thanks António!

agree  rhandler: Bastante is just the legalese jargon, not really necessary. It just says that the powers are enough for the aimed purpose.

agree  José Serodio: só «Power of Attorney» sem "special", já que não há mais informação e "bastante" aqui é rodriguinho jurídico, figura de estilo usada em Português.

  -> in actual fact all Public POA's would be special - no organ of the state would issue a general POA - but the definer Public (without instrument) would then be sufficient

disagree  Deborah do Carmo: no need in English to use the word instrument as it is redundant. // I am a lawyer José- the law is never redundant if you ACTUALLY understand its interpretation-.no native English lawyer would use instrument here +particularly not the poor word order
9 hrs
  -> Redundancy is usual in legal texts+live court sessions,here and in the UK,but it is also deliberate, providing forcefulness of expression, a need in Law enforcing. Sound a bit ludicrous to laypeople, I know, but it is as it is.

neutral  Amilcar: Not so sure bastante is rodriguinho: it means the grant of power is suff by itself, e.g. w/o special conditions or joint exercise. How to render this bastante in en I know not. Agree I is not redundant; you may even be missing "grant of", not sure.

Proxy

Explanation:
You can use power of attorney, but I am a fan of keeping it short and sweet so I use proxy. I think they are interchangeable...As for the bastante part, it is commonly used in PT more as a legal force of habit and does not really add anything to the meaning. I found the wordreference discussion very helpful.
